Water injection has been used for a long time to improve the power of gas engines. The theory is that you want water droplets (not vapor) going into the combustion chamber. When the fuel burns, it vaporizes the water, removing heat from the exhaust and converting it into more expanded gas which equals more power. Cooler exhaust means more fuel energy doing useful work. It's thermodynamically sound, and I'm not sure why nobody is really pursuing it today. I have a vague memory that they tried it during WWII on aircraft engines.
