Hi Nick,
Its a military puller, and they are pretty hard to find. They look like a C-clamp on steroids. The lower end is forked to go around the steering column and fetch up evenly against the back side of the wheel. There is a screw on the other end that has a bushing to fit the end of the steering column. Screw it on tight and then give the end of the screw a sharp Rap with a hammer and the wheel will pop right off. The sharp rap with the hammer is the key though, the wheel will almost never just slide off as you tighten the screw.
Bob has posted below with the same offer to lend you his puller, he is alot closer and the shipping will be less.
