Oil Eater is the best I've used, http://www.oileater.com/Industrial.html, but the problem is that it's water/citrus based. So your problem remains. Most EPA compliant chemicals are now using poly parts washers because of the rust issue. Oil eater workes better cold than gasoline, diesel, kerosene (all Darwin Award Winners for cleaning parts; if fire is not your concern, health effects, and disposal should be enough to discourage you from using petroleum based products, besides Oil Eater cleans better than all of them).
