Goof off is about the only thing that will soften latex paint without hurting oil paint underneath, but latex paint should pop right off of chrome anyway. You can use something softer than a razor blade, like a plastic ice scraper if you want to be sure not to scratch the chrome. All paints including latex, oil, laquer, enamel, and epoxy can be removed quickly with methylene chloride, which is the active incredient in all the serious brands of paint remover. Avoid the brands that claim to be "safe", they're just alcohol and lye. The methylene chloride won't hurt chrome or other metal in any way. If you just have a small amount to do and don't want to buy a can of paint remover, try some acetone, MEK, or lacquer thinner. Sometimes it works okay. None of the solvents will hurt the chrome.
