It has the over-sized winch, for pulling cable, but no evidence of a pole-setting derrick.
Note that the spare tire holder is on the left side. Probably to allow clearance for some work operation, such as cable placement or recovery, as the truck rolls along the side of the road.
Does the left side headlight look like it was moved a few inches back from its usual position? That's a telephone company truck trait, done to allow clearance to operate the winch handle.
The rear is not a custom telephone or lighting company bed. It's an interesting specimen.
