Larimer County Colorado will no longer require emissions tests be passed to attain/retain registration of gasoline powered vehicles, as of 1 JAN 2007. So we're actually getting rid of required testing that's been in place for decades.
The other side of it is that I have no idea if other means of enforcement are planned.
Oh, and note the gasoline part, diesels will still have to be tested.
