My contact at Sherwin Wiliams told me, if there is no moisture barrier, you will never keep paint on the concrete, so forget about painting it, even with the high dollar epoxy stuff. He said that if you can not eleminate the moisture under the plastic, the paint will not stay on the concrete over the long run.
I thought I knew better, and spent 3 days preping and painting the floor of a large 6 bay garage. Within 30 days, probably 50% of that paint had come off, and it is still coming up, that is, what is left of it.
Some of us just have to learn the hard way.
