It will depend on how long it takes the concrete to cure. During curing, the slab will release moisture and heat. A good way to test if all the moisture is gone, is as follows. Take a 1' or 2' square piese of heavy clear plastic,lay it somewhere on the concrete, and tape around all 4 sides with duct tape or a good packing tape. you want a good seal around the edges. Watch this plastic for a day or two, and see if beads of moisture form under it. If so, you can not paint the concrete. You need to wait until no moisture forms under the plastic.
