Then you need to do the whole brake adjustment to include pedal travel. If not, you will probably end up with a brake lock up condition. If the brake shoes are not adjusted properly, the entire hydraulic system will not function properly. It has to do with fluid capacities of the wheel cylinders and the master cylinder.
