In 1968, I was pulled over in NY for driving on the thruway with a commercial vehicle. (I had no "commercial" on my plates) "NO Commercial vehicles!!!" NY's finest yelled at me, I stated that in CA ALL pickups have commercial plates (It doesn't say commercial on the plate, it's a number code) but that my truck was my personal vehicle, not a commercial vehicle, he looked at the camper and looked in the back to see the table, stove, etc. He talked it over with his partner, "what do you know about this???" The partner said, "I think he's right about that, I heard something along those lines, it must be what we consider an RV". After a "Have a nice day sir". I was on my way.
State to state regs can be confusing. But all states have agreed to honor the rules of other states, sometimes it gets a little weird and sometimes states refuse to honor the regs of others, such as the NV and UT law that allows two trailers behind a tow rig, or three behind a tractor trailer, that required a double take the first time I saw that!
