Steering wheel/horn cover removal

Hi all,

No politics here just PW content.

On my 1953 B-3 Power Wagon, I have a frayed horn wire arcing at the base of the steering column. Can't quite get any tape around it since part of the fray is in the hole.

So, how to remove the horn cover and try to lower the wire down enough to either tape it or splice, or change it.
