That may be true, but pulling up when you may not have to reminds me of a former competitor that called OSHA on me in the 70's. We passed the surprise safety inspection, and then the inspector went across the street to the guy that called them on me,... and found 23 violations...ha!ha!
If you don't pull in they may not even notice you, if you do pull in you're guranteed a financial penalty of some sort. It ALL depends upon how Tim has his rigs registered, private vehicle or company truck.
