Brake help needed

I took the C1pw for its maiden voyage around the parking lot and she didn't have very strong brakes. Everything in the brake sysytem is new, they have been bled three times and adjusted to factory specs for clearance by the drum. The pedal gets stronger as I pump the pedal. Anyone have a cure?
