Bondo will stick.... for a while and then you'll be back at it again. Worse off, because you'll have to remove the Bondo also before you can do anything else. Put on thick, it also won't put up with vibration and the kicking it will get.
If you don't want to weld in new metal, cut out the rust, prime and pop rivet some new metal on top. This will get you through another season but eventually you'll have to do it right if you want to keep the trolley far in the future.
