The latch mechanism actually provides the latches for both upper and lower tailgate. There are 3 lobes on the latch. The upper is the latch for the upper tailgate. The middle is the lobe that the handle moves to open the gates. The lowest lob is the lower tailgate latch. Picture 2414 that I sent shows this best.
