Anyway, I just cut a thick washer down to fit and used a bolt and slide hammer to pull the inner seal and brass bushing on my WC-51. The bolt I had available was a little short to do this comfortably, but the hardware store was closed so I made do. I guess I'm saying a longer one would be easier to handle.
Also, I used a torch to heat the outside of the axle (not too hot, not red or anything like that…) to expand things and help loosen the bushing.
