Just a total guess here.... looks like there is a hydraulic cylinder on the front where the winch normally is,lift or plow mechaninism? Might be for that and I agree that the other is for the dump. I wonder if they ran the hydraulic pump off the trucks PTO and the large button/pull lever is the control? Don't know what the small one beside it would be though. HMMMM....
