I just looked up my post on how I did it a long time ago. Here it is;
It was to easy wish I had done it a long time ago!! All you have to do is remove the side cover off the Govenor and the lever on the outside you loosen the screw pinching the shaft into it. Remove the little set screw going into the hole on the flat spot and pull this lever off. Screw the brass adjustment rod under the cap down into the housing and remove it along with the spring and chain. Match the hole the shaft went into with a drill same size crank up the drill press to high speed so it does not grab and drill it out round. Put the shaft back in and turn it aprox 1/4 inch clock wise this puts the inside cam on the other side of the lever on the inside of the housing that works the butterfly. Start the engine and it will run with out the cover in place. This will hold the lever up inside at it lowest idle. Put the cover on making sure the cam is on the fender side of the lever and put 2 screws in to hold it in place. The linkage should just be against the lever snug and raise the idle up some. Check to make sure you can adjust the idle screw to raise and lower the idle in the proper RPM Range. If it is OK remove the cover again tighten the shaft up tight and grind off the point on the set screw and screw it into the shaft to double lock it in place. You might want to put lock tite on the threads because this screw had 2 burrs keeping it from falling out befor. Put the cover back on with all the screws hook up your throttle rod and your done. It works smooth and very responcive throttle now with no hesitation or surge just like a regular vehicals throttle. Now I can cruse 55+ mph if I want with no surge at all. Mark H.
