My experience has been that a clerk in the county tax office says..., not the state. The TXDot web site has suggestions for resolving title issues.

Do you have the right title with the wrong engine number? You can download the Affadavit of Fact form and explain that the engine was replaced. Most competent county tax clerks understand the motor number issue and will accept your old title along with the Affadavit form.

Or do you have no title at all? You need to contact the previous owner and get him to request a duplicate title. Then he submits the Affadavit of Fact and gets a corrected title which he signs over to you.

There are only so many layers of Not Doing It Right that can be corrected.

If you replaced the engine and some other key parts, you can request a "Manufactured Vehicle" title. The requirements are on the TXDot site.

This forum is great for information, but the TXDot site is better in this case.

Still it's always nice to get input from folks in other states with totally different requirements. You may find a state that will issue a title and a Forum buddy who will let you live with him to meet the residency requirements. Mark, Norm, and Ed have all got a few days of Texas residency at my place and we enjoyed having them here.
