Transfer Case Linkage

Maybe I was tired or I had a brain fart !
The truck has been apart a LONG TIME !
64 PWTW transfer case linkage. Two sticks. one has a linkage hole above the pivot and the other is below. Witch goes on the pivot first? The shorter rod seems too short and the long seems too long !
