I got to know a guy recently who is the foreman over a local wheel builders fab shop. I found out that they have or had a contract(U.S.MILITARY)for tubeless 9:00x16 wheels using the same lug pattern and size as our civilian and military trucks,except they are solid without the notches.
if they can be had ,I'll find out what they'll cost.They may want an order for x amount before the tool up for them,if the military will even allow them to sell them to civilians!
