I am in Washington also. Take it to the WSP inspection station in your area. Have a bill of sale with you. They will check to see if it is stolen. If it comes up negative they will allow you to register it but it will have a temp title for several years (maybe 6) giving time for claims to come against it. After the specified time you can be given a clear title to it.
This information is several years old and the process may have changed but you will have to take it for a WSP inspection. All they care about is the Vin number and checking records. They could not care if the truck is falling apart.
