It is no so much a balance issue as it is a trueness issue. you need a perfect circle so brakes don't pulsate. 99.9 percent of the drums and rotors I have machined that ride on a hub that can be put on a lathe, needed to be machiined even when they were brand new. You will always get a better result machining new or used drums and rotors when mounted on their hubs. It's just that these days most stuff doesn't have servicable bearings to allow that. Squeaking brakes and warped rotors is still a big problem with many newer vehicles. Always machine on the hub to avoid problems.
