My friend was lucky that he knew the judge and was friends with the seller (who didn't have the title) and they knew what to do. As I understood it, the buyer had to sue the seller in order to allow the judge to order the DMV to issue the title. It sounds screwey and he couldn't have done it without a cooperative seller. After hearing that story, I don't think I want to try to title anything, at least not an MV, in this state. Maybe the DMV lady should move to Kansas, where the state has decided they absolutely won't issue titles for privately-owned armored vehicles.
