Vapor lock usually isn't a problem with flatheads. One of the following causes starvation of fuel:

-Loose screws/bolts at base of carb. Check the insulator screw (3 that connect carb to insulator/butterfly). 2 nuts that secure carb to manifold
-Bad fuel pump - may not leak externally, but internal valves
- Junk in the tank or lines that gets sucked into the line restricting fuel
- Plugged fuel filter
- Dirty carburator or water in the carb
-If you have a vacum spark advance on the distributor, suck through it to see if it is good. You should not get any air through it. You can also check using a timing light - advance should hold

Do you have an exhaust heat sheild between manifold and fuel line?

From your description of the problem, you don't have the fuel pressure to keep up with engine demands when pulling grades. Do the following:

-Clean the tank and lines. If that doesn't do it, buy a new fuel pump. Check the PIF file under fuel group for a NAPA 6V electric pump
-If problem still persists, clean carb
