This is why I suggested jumping the solenoid, to see if the motor would run with a known full amperage current. My other suggestion was to take the motor to a good auto-electric shop, they can test it for problems and rebuild it if required. The Western motor on my M37 was rebuilt by a local shop a couple years ago for $30, instead of the $100+ for a new one.
