That looks like a fairly complete governor assembly to me. From the mounting flange, it looks like one of the industrial governors that would mount to the back side of the timing chain case on a Chrysler or maybe Continental engine. The missing linkage to the carburetor was probably not the telescopic type if it came from an industrial application. The governor looks like it is designed to be adjusted for a constant engine speed with a simple turn of a jack screw and locked in place with a jam nut. I can not tell for sure, but it looks like a lot of Pierce governors I have seen, or possibly one from the Hoof Company. The click heard from inside could be the loose fly weights.
