frame numbers normally do not start with a T137. T137 is the engine code for the earlier ff PWs. I wonder if some one restamped the frame with the engine number. Some states registered vehicles by the engine number and to the frame number even though engines were often replaced. Keep looking you may fine the frame number. They also might have stamped the T137 in front of the frame number.
Washington State registered vehicles by engine numbers for years.
