You were most likely still over weight.

You can not exceed the recommended axle weight and still be over weight. Simple, my truck is rated for 13,500 max capacity but the axles are 9,000 for the rear and 5,400 for the front. Last time I looked 14,400 was greater than 13,500.

Unless you had a large truck towing the trailer you described (2 ton or greater) you were over weight. If you look at your door tag or in the manual for your truck, you will find something called Gross Combination Vehicle Weight (GCVW). This is the max weight that your vehicle plus any trailer or cargo can be. You will also note that there is a max TAG trailer weight and a max gooseneck trailer weight that your truck can tow.

You most likely exceeded the Gross Combination Vehicle Weight and the max weight you can tow with a goose neck. Look at the semis going down the road and the weight you see is truck and trailer combined weight. You were lucky that the cop did not nail you for exceeding GCVW.

Glad I was not on the road when your were towing that load. If you ever have an accident and hurt anyone their lawyer will empty your pockets for the rest of your life. Why? You exceeded what was recommended for your truck.

My F350 has a max GCVW of 23000. For me that is a 20' trailer with a ff PW plus the truck with a 10 1/2' Lance camper and some gear. Total weight is 22500 on the truck scales.
