Whatever you do, don't reef on it hard enough to break what's left of the bolt or you'll be into a whole new level of trouble. If you already broke the head off, vice grips and more torque won't work. I agree that heat does wonders, and welding a nut on will give you something to grab onto. Might try touching a candle to it while it's still warm, but not hot enough to burn, so the wax can run down the threads. Kroil is excellent. I even used it to get a stuck bearing off a motor shaft recently. If you can, try a small air impact wrench on the lightest setting, going in both directions after the kroil has soaked in. The vibrations for an impact wrench help a lot. I've broken cylinder head studs by trying to out-muscle the rust instead of outsmarting it, but I've learned my lesson.
