Advice re broken head bolt

Today I pulled the head off a long-dead 230. I severed one bolt, center, right behind thermostat. I have approx 1/4 to 3/8 inch of the stud still accessible above the block. Is there a good way to successfully remove this stud, and how? Also, what about reusing the head bolts, or should they be replaced and, if so, a good source? Also, should one use sealer in addition to the headgasket? Sincerely, RWR
