Carb running rich

I have started my recently rebuilt 230 twice now. It runs like a watch when idling, but when it is accelerated it loads up and sputters- occasional backfire and flame noted out of exhaust.
The carb was rebuilt at VPW. Is the next step adjusting or setting the float level in the carb?
The timing, dwell, valves are all set to specs.
