You need to deglaze the cylinder walls. That is different from honing, though a hone can be used to deglaze.
Have you checked these cylinders for taper? Ignoring that, there are deglazing devices, sometimes called dingleberry hones, that are reasonable in price and work well.
Given where you are, rings are cheap. DO NOT PUT NEW RINGS IN THOSE CYLINDERS WITHOUT DEGLAZING. ....and you know how I feel about all caps.....
