I have not run into this sort of thing yet, but as the data tags were attached by screws in the early years it would not have been any big deal to do it.
I have never seen a truck with a C-3 tag for example with a C-1 VIN number, all the numbers I have checked matched the model year the tag showed.
Of course this does not mean that there are no weird ones running around out there!
