Theres a couple of different ways to go about it. Neither of them would make OSHA, DOT, ANSI etc... very happy.
The first way is to get 2 spare power wagon rims. Remove all the rivits that hold the center on to the outer part. now slide the center as far out as possible and weld it in place making sure everything is centered and true. You will also have to close up the rivit holes with weld and grind flush. Next, take a wheel to a machine shop with either a water jet machine or a lazer cutter. Have them make you a spacer at least 5/8" thick that is a copy of the lug nut pattern on the wheel. The sfaest thing to do now would be to center the spacer on the wheel and weld it in place. Get you some long dually studs at a big truck shop, and put the whole mess together on the rear axle. Now this is the problem with that setup other than being generally unsafe at any speed(disclaimer)...
You are going to have one WIDE ass end, and your front wheels will track in line with your inner rear wheels.
Next option is to get a set (6) of small 10 lug GMC 20" truck wheels. Take them to your machine shop, and have the power wagon lug pattern cut into them and countersunk, or just buy the wheels already modified from Bryan Sage. Take two of the wheels and remove all the rivits holding the centers to the outers and slide it to match the standard Power Wagon offset. again you will have to true everything up and weld the centers in place, and fill the rivit holes. Now install your 8.25-20 or 900-20 (41") tires and put them on your rig. The modified offset wheels will go on the front.
The last and probably safest way would be to get a set of axles off a late model 1 ton dually truck, and swap out the axles. I have never tried the last method, but like my Father always told me, I like doing things the hard way.
