Problem with Meyer's plow ! ?

Fired up my black M-37 with the Meyers plow. The up-down switch tests out okay. The plow will raise, but not lower. I do show 24v on the wire that goes to the bottom sylinoid but nothing happens. I am not a expert on these systems, what should I check ???? Tom
