Re oil capacity, my 4 cyl motors have 7-8 qt capacities. 10-12 qt should be fine for the 6.354.
A stationary or tractor engine has a different governor on it than a vehicle application. A stationary engine might be governed at 1800 rpm; a tractor engine might be governed at 2000-2600. You want this governed at 2800. Additionally, a stationary or tractor engine is governed in such a way that a constant throttle setting corresponds to a constant rpm. a vehicle engine is set up so that a given throttle setting is given load or power output. that aspect is just a different right foot/seat of the pants feeling. My Perkins 4.236 is set up the tractor way, my other motors the other way. Perhaps the Ford owner fixed these aspects.
