Remember, when you are substituting an unknown for a known, in this case an ordinary bolt for a specially designed shear pin, you want to err on the side of caution and have it shear too soon than too late. The idea of a shear pin is to protect equipment and people. If the shear pin does not shear, then you run the risk of wrecking the pto, pto driveline, winch, cable or object being pulled. Shear pins should never be substituted. But assumming someone does it anyway with a bolt, the bolt should be as low a grade as possible and annealed dead soft if possible.

Safety equipment and safety specs exist for a reason.
