I am doing a 79 PW and I am a professional corrosion technician, the best approach would be to sandblast it to a white metal blast, the you can go to your local Sherwin Williams Industrial store and ask for an Epoxy Mastic coating, this would be one of the best primers for a two coat coating system, then you would want to topcoat that with a High build Aliphatic polyurethane coating, on a three coat system you would want to use a Zinc Epoxy Primer, then the Epoxy Mastic then the Highbuild Aliphatic Polyurethane, these coating materials are not cheap, but if the steel is blasted properly and the coatings are applied properly by spray at the manufacturers recommended thickness, you would be able to park the steel under water for about tens years before you see sign of corrosion, I might do a web page when I'm done with my truck and you will be able to see the entire project from start to finish as i am taking pictures as i go, My profession is installing coatings and linings on the interior of water storage and chemical tanks, good luck and questions with regard to coating application I would be glad to handle, oh by the way Rustoleum is only an oil base alkyd coating and is no comparison to the previous mentioned coatings, but hey ya get what ya pay for
