The B3.9 series engine went into production in 1996 as the replacement to the 4B series.
According to Cummins literature and their website, a few of the changed features where
an inline fuel pump allowing for use of kerosene, diesel, and jet fuel. The air intake
plumbing is also changed. Aslo changed where a lot of the internal parts, the claim that
they have reduced the total number of parts in the engine and made it easier to service
and more efficient. The ratings also go higher for the newer model.

The 4B series is available "new" through ReCon diesel (Cummins remanufacturing - pre '91 motors for 4B's).
Displacement is smaller (I'd have to look at my motor's tag to quote the exact number).

The two engine series have the same footprint though so the newer motor
can be used as a drop in replacement for the older one.
