Some vehicles used a crushable spacer, in leiu of shims. You tightened the nut while checking the free-play, stop when you find the fp proper. The spacer was squished. Your oldie shouldn't have that, unless somebody later did an 'upgrade' to simplify the assembly. I wrecked a rear end on the first car I changed a pinion seal on, using an impact gun. But it was 65 Chevie, not a PW.

You did lube the new seal? It's not just friction from a new seal? Try loosening the nut, to separate seal friction from excessive preload? Preload friction would drop, seal friction remain the same.
