Electric brakes are fine when you want backup with a loaded trailer and you are using the pedal yourself. The reason surge brakes have remained so common is that they will help when you are coming down a grade trying to control speed with engine braking only--no pedal. Also, U-hall knows most folks can't even get the light hookups right without a lot of help. There is supposed to be a way to use electric trailer brakes manually, apart from the hauler to the same effect--don't know if they all work the same way.
