Problem with M37 running

I am having a problem with my 1952 M37. About a month ago I went out to start my M37, as I do a couple of times a week. My truck always takes a long time to get started, but this particular day it backfired a few times and sounded like it popped through the exhaust. It would not start at all. I had previously changed the spark plugs, checked for spark (very faint), and charged the batteries. When I tried to get it to start by pushing the floor switch, the starter would stop sometimes. I had to release the switch and hit it again to get the starter to go again. It didn't work.

I sent it in to the shop and they couldn't get it to run. The mechanic replaced the coil, points, and condenser. It got a much better spark across the points. He fed gas to the bowl filter in front of the carburetor but didn't think it was getting enough gas from the fuel line. He pulled the new spark plugs, which were black and dirty, and sandblasted them. He also checked the compression and came up with about 100 lbs. It still has the problem of the starter that it had before.

Does anyone have any idea what could be the problem and how it can be fixed? I would appreciate any assistance you could provide in this matter. Thanks.
