Horns work like buzzer- a coil and a set of points: activating the coil opens the points, coil closes,point close, coil activates, points open,ad on infinitum. There is an adjustment screw on most horns, try it first. Still don't work, dissassemble and file the points, insect for burnt windings. One good sports team win and you can drive around honking until the horn gets fried. I used my 6v horn on a 12v conversion, just adjust the screw for max volume.
