There are NO reports that FEMA kept from supplies from comming into New Orleans, you have your government agencies mixed up, the fact is; the Red Cross and the Salvation Army were stopped from delivering food and water to the Super Dome because the Governor of Louisiana and the Mayor of New Orleans did not want to attract more people to the evacuation centers, then they bitched and whined about no help.
Your point about social dependancy is valid and those two idiots belong to the party that has created and perpetuated the problem. As of this morning there is no evidence of problems with the federal governments' or the State of Texas' response to Rita. The mayor of New Orleans had wanted to put people back into the lower Wards of New Orleans early this week, he was advised against that by FEMA and this morning those Wards are under water.
