I live in Louisiana. The Mayor of New Orleans was the one that didn't use his buses to take people to safety. He let them flood instead. Our Democratic Govenor is the one that turned down help from Greyhound and Amtrack when they offered to take people out before Katrina hit. She's also the one that initially turned down help from Bush. Everytime I see her on local TV she's crying. In times of crisis people need leaders that are decisive and give people confidence that they know how to work the problem.
By law the Fed can't do anything unless the state ask or the state just completely looses control. Besides that Bush isn't God he can't personally handle every problem in the world. People need to take some personal responsiblity. Which is the primary problem with Louisiana. There is a negative consequence to refusing to get an education and/or refusing to work hard. If a person is too lazy to take care of himself and his family then he brings disaster on himself.
