Have you ever thought about building a flatbed water tanker like water well drillers use. They offer a very low center of Gravity. I had one for my mining exploration crew when I was a mine engineer. It held over 2000 gal. We had it mounted on a tandem axle IHC diesel truck. The top of the bed, (tank), was only about 3 or 4 feet above the top of the truck frame. Great stability on hills.
