The " Kinked metal band" puts a spring type presure on the felt to help make a better seal. I would suggest getting new ones.

Both are M-37 Parts people, however the parts you are looking for are identical to Power Wagon. Both of the above dealers are great guys and have 'good' prices.
I dont know of any aftermarket Part Number for the felt.
