I do have the stock governor on the bottom.
I had a mechanic friend start the rebuild, but he ran into problems with a few parts in the rebuild kit, e.g. the accelerator pump. A call to VPW revealed that the kits often need "modification" for some of the carbs.
A simple sheet explaining this and what you need to do would have avoided considerable expense and delays. I am not sure why VPW doesn't do this. I sent the carb back to them and they made the mods necessary so that it is complete now and ready to go.
What I said was metal may be the hard rubber spacer, I am not sure.
