I'm still looking to see where I land on height direction for clearance. The 2" blocks are bolted to the spring packs, and are there to help me determining the final shape/size/etc... Based on the current measurements, I may only need a 1" lift rather than 2" that the blocks represent.

You are correct that a person shall not operate a motor vehicle having lift blocks between the front axle and springs, or with lift blocks that exceed 4 inches in height between the rear axle and springs in addition to those provided by the original manufacturer.
